JOB SUMMARYUnder the direction and supervision of the Chief Human Resources Officer, the Human Resources Coordinator performs a variety of human resources functions such as benefits and compensation management, employee performance management, employee retention and recognition, and recruitment and onboarding. This position may also be assigned special projects and/or research assignments to support and improve Agency practices and ensure Agency wide compliance with federal, state, and local employment requirements.ESSENTIAL FUNCTIONSAssists with responding to employee and/or manager questions and concerns according to HR policies and procedures or by referring the issues to the appropriate contact.Participate in investigations regarding escalated employee concerns and issues.Serve as resource and central communication point of contact for employees, interview teams and applicants concerning hiring, postings and the application processes.Create and support recruiting plan for agency directors and partner with each agency to help execute their plan. Responsible for management of web based recruitment software and postings.Participate in the New Employee Orientation process. Coordinate, revise, and deliver New Employee Orientation in conjunction with other designated staff to develop a comprehensive employee onboarding process which includes the delivery of information and a welcoming experience for new employees and the culture of Region V Services.Partners with appropriate individuals/departments on employee recognition, training and employee activities.Work collaboratively with agency directors to identify and facilitate ongoing professional development opportunities, various HR related trainings, and performance improvement strategies. This will include managing Agency wide promotional efforts such as newsletters, registration, and delivery of HR related training topics, coordinating external trainers, track and report on committee efforts to the Agency administration.Assist in the review process for Agency level procedures, agency/operational handbooks, and management plans.Monitors and collects documents to ensure compliance to relevant company policies and legal requirements and may conduct audits as appropriate.Assist in developing and revising job descriptions and classes and prepares recommendations for the classification and reclassification of positions and classes.Responsible for processing and maintenance of employee records and works collaboratively with payroll and finance departments to maintain the HRIS/Payroll system.May assist in facilitation of ongoing training sessions on a variety of HR related topics.Maintains, reviews, processes and develops a variety of extremely confidential and sensitive information in a secure, professional and trustworthy manner. Conduct all work with a high degree of confidentiality and professionalism in the support of initiatives, projects, efforts and tasks relating to the Human Resources division and Agency Administration.Continually seek to expand Human Resources and training expertise by attending conferences, workshops, programs, professional reading, and seminars relating to HR and Employee Development.Promote and support Access, Fair Employment, EEO, Equity and Diversity programs and hiring practices.Performs all other duties as assigned.Knowledge, Skills and AbilitiesEstablishes and meets deadlines while managing multiple priorities.Demonstrated experience and ability to recommend and advocate for appropriate human resource decisions with internal and external clients within defined procedures and practices.Must adjust rapidly to new situations warranting attention and resolution.Demonstrates good judgment in identifying situations requiring negotiations and problem solving.Must possess excellent verbal and written communication and interpersonal skills, active listening and persuasive negotiation skills and diplomacy with all levels of an organization.Must possess excellent analytical and planning skills.Demonstrates effective presentation and facilitation skills..

Requirements:
Qualifying Education, Training and Experience:Associates Degree required. Bachelor's degree preferred.Minimum of 1 year work professional work experience in an at least one of the following areas of Human Resources; recruitment, employee relations, employee training and development, benefits & compensation or payroll.
